Basically we want to just start the frontend, not the backend when we do most of our development. The only times you should start the backend is when you need to develop new backend endpoints.

The frontend code should be able to use the on-cluster Dashboard instance to piggy back on the already available "prod" settings... and thus we can do away with issues around services in DEV_MODE.
