On rosa clusters, you have to change your Prometheus endpoint because it won't have the ability to go to the internal services.

While we are short on support for using those services, it may be an easy win to create an ENV Var that allows the dev to override it conditionally to their "consoleLinkDomain" path (effectively the 'end part' of their URL).

This is also a problem for any IBM clusters, as I have seen in the past.

Note: The "consoleLinkDomain" name comes from Operator code I was looking at – we don't need to hold true to that if there is a better name to use
