When user creates RayCluster using CodeFlare SDK without installing kueue CRDs in cluster, the SDK creates respective workload associated with raycluster.

Creating a raycluster can happen but there must be warning indicating kueue is not installed or won't be used because the absence of CRDs may lack the necessary functionality.

Reproducer:

•  when you create a cluster without Kueue CRDs the codeflare-SDK shows 'No instances found, nothing to be done '.
• In Cluster configuration 'queue_name' label by default points to `null` (common user doesn't decrypt this message ~ `missing Kueue CRDs`)
