Enable GRPC support for model serving routes

Goal

Enable support for model serving grpc visuzlization{}

This is only targeted for kserve, modelmesh might not support grpc.

Itemized goals

1. Support GRPC in deployed models in DS Project
2. Support GRPC in models in Global Model Serving View
3. Add support in the Serving Runtime spec
