What are you experiencing? What are you expecting to happen?

Experiencing: When creating an imageStream for a custom notebook, and setting the `opendatahub.io/notebook-python-dependencies` or `opendatahub.io/notebook-software` annotations; if you set a package's `version` to a non-string, such as `3.9`, the UI will crash when loading information about this image. I experienced this when:

      1) going into a data science project that already had a workbench deployed with this image.

      2) attempting to create a workbench in an empty data science project.

Note; if you disable the image in the UI, this stops the bug from occurring in situation 2, above.

      Expected:

Either, that Openshift rejects the manifest at all, or , the UI is able to handle non-string versions when listing image packages.

Define the value or impact to you or the business

Non privileged users are able to crash the UI for every other user.

Where are you experiencing this behavior? What environment?

      On customer environment

When does this behavior occur? Frequency? Repeatedly? At certain times?

      Repeatable
