kserve was updated to v0.11.1.3 which also includes updates to the kserve-storage-initializer code that we use in
the kserve-download-model tekton task.

This update may require additional changes to the Tekton Task parameters and script to support changes to their support for S3 and SSL

Acceptance Criteria:

• kserve-storage-initializer is updated to v0.12
• The kserve-download-model task can fetch a model from S3
• Any documentation for this task is updated to reflect any changes to existing functionality
