A bit of background: Intel is transitioning their notebooks to use our pre-built pipeline and maintain them in the upstream.
This also gives us the opportunity to make that the default delivery mechanism for them, making distribution easier.

      One PR here: https://github.com/opendatahub-io/notebooks/pull/422

      Questions:
      1.  Is this only available for Upstream OpenDatahub or needs for the downstream RHOAI ? Currently only OpenDataHub
      2.  Is there a timeline, and requirement for this ? Timeline is ideally having ODH builds available by Summit, no RHOAI builds

Overall goal for Summit timeline: Having Intel notebooks available in ODH org so they could be enabled manually by a user

Post-summit, it'd be good to have a tile to enable Intel notebooks from upstream, etc. but that can come in a separate task
