[DSG] JupyterLab/Oauth not available after clicking the `open` button

Description of problem:

in the scale test, we observed that ~10 times out of 100, after clicking on the workbench open button, the browser lands in the Application not available page:

Reloading the page at this stage (caused by a bug in our WIP automation script) correctly shows the Authentication page:

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. get many users to launch notebooks at the same time (100users, running with 5s delay in our test)
2. when the workbench appears as Running, click on the {open}

   button

Actual results:

~10% of them will land on the

page

Expected results:

they should all land on the Authentication page

Reproducibility (Always/Intermittent/Only Once):

Intermittent, ~10% of the time
