Cosmetic | Hover icon appears on a Resource tile without it being clickable

Description of problem: 

Hover icon appears on the a Resource tile in RHODS when nothing happens on clicking the area.

Prerequisites (if any, like setup, operators/versions):

RHODS installed

Steps to Reproduce

1. Go to RHODS Dashboard
2. Move to Resources page
3. Hover your mouse over any Resource Tile

Actual results:

Hover icon appears where user expects that there would be action intended.

Expected results:

Since nothing happens on click, it should be a mouse arrow.
