"Cluster settings" text is not consistent on RHODS dashboard

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. <steps>
   Add user to dedicated admin group
   Login to the RHODS dashboard
   Verify that Settings in the left hand navigation is present.
   Verify that Cluster settings is a menu item under Settings.
   Navigate to Cluster settings.
   Observed the " Cluster settings" header has "S" instead of "s" (Cluster Settings)

Actual results:

"Cluster settings" text should be consistent

Expected results:

"Cluster settings" text should be consistent
