Check feasibility for auto-injecting annotations in the model/runtime pod

In OpenShift, when an InferenceService is created, there are three annotations that should be manually added. For example/reference, see the caikit-isvc.yaml of the caikit-tgis demo.

If these annotations are mandatory in the OpenShift case, to improve UX they should be injected automatically. The odh-model-controller may be a good place for this automation.
