As part of enabling E2E tests in openshift-ci, two Dockerfiles were changed:

• The controller Dockerfile: https://github.com/opendatahub-io/kserve/pull/39/files#diff-dd2c0eb6ea5cfc6c4bd4eac30934e2d5746747af48fef6da689e85b752f39557L15
• The agent Dockerfile: https://github.com/opendatahub-io/kserve/pull/39/files#diff-977dc4f9d7a14dead14d346775ed04d9d634262c82d273e0b139abc3970ecb25L15

If possible, these two changes should be contributed back to upstream, to minimize code diversion. In upstream, these changes should have no effect, but given that in openshift-ci a different base image is configured, the introduced flag is allowing the build to succeed.
