Description:
Under Vulnerability reports[1], we are unable to filter the reports using tags and download the executive reports for specific filtering using tags.

Steps to Reproduce:

1. Go to https://console.redhat.com/insights/vulnerability/reports
2. Add a filter in 'Filter by tags'
3. Download the Execute PDF report

How reproducible: (Always / Intermittent / Random)
Always

Actual Results:
The Tag filter is not working. The report execute with and without tags in same.

Expected results:
We expect to generate the executive report based on Tags Filter.

Additional info:
Under Compliance reports[2], the 'Filter by tags' is disabled. Customer is looking to generate filtered reports in Compliance reports as well.
