Unexpected error while creating a remediation playbook from the Patch app

Description of Problem

While creating a remediation playbook from Content -> Patch -> Systems it fails with the following error:

Always

Steps to Reproduce

1. Login https://console.redhat.com/insights
2. Content -> Patch -> Systems
3. Select a system
4. Click the 'Remediate' button

Actual Behavior

It fails with the following error:

Unexpected error
Please try again later.
Hint: No resolutions for selected issues. 

Expected Behavior

It should not fail and should be able to create a remediation playbook.
