      Description of Problem

The rule to find libdb use cases in RHEL9 to inform people to migrate to another db solution.
But how to silence the rule if the only dependency on libdb is the sudo.

Currently the insights rule is hit on ALL RHEL9 servers even just plain/empty servers.  This is not useful because it has tons of red herrings that can't be solved. And the rule is therefore not useful to guide the administrator on the systems needing real attention.

      Actual Behavior

Currently the insights rule is hit on ALL RHEL9 servers even just plain/empty servers.

      Expected Behavior

If the only rpm dependency on libdb is sudo that the rule of libdb is not shown.

      Business Impact / Additional info

Insights rule hit on every server that cannot be solved
