Description of Problem
Systems are showing as affected by RHBA-2023:7468 (RHEL7: system cannot boot when /usr is a separate file system with systemd-219-78.el7_9.8) in Red Hat Insight even when they are running lower version of systemd package (systemd-219-78.el7_9.7.x86_64) and not systemd-219-78.el7_9.8

Steps to Reproduce
- On a RHEL 7 system which has a specific mount for /usr, and are running systemd-219-78.el7_9.7 , run insights-client and check on Insights console for list of advisories applicable for the system.
Actual Behavior
Even systems having lower version of systemd package (systemd-219-78.el7_9.7) will show as affected by RHBA-2023:7468 in Red Hat Insights.
Expected Behavior
The issue is specific to systemd-219-78.el7_9.8
Hence, only systems having this specific version, along with /usr on a separate file system should be listed as affected by the RHBA-2023:7468 advisory
