Description of Problem

When clicking on the "Download executive report" link on Operations > Advisor > Recommendations, an alert displays however no report is ever generated or error displayed. This also seems to spin causing the page to hang eventually. 

How reproducible

Verified by rhn-support-robwilli and rhn-support-mmeza on seperate systems Friday December 15th in production. 

Steps to Reproduce

1. Go to Advisor > Recommendations 
2. Click "Download executive report"

Actual Behavior

Report is not provided & no error is displayed

Expected Behavior

Report is generated & download initiated
