Enable Tasks in APPSRE CI/CD

Overall plan:

    - populate DB to data run API (excluding {GET,POST} /executed_task) tests in ephemeral
    - add Tasks IQE tests to run in ephemeral pipeline
    - spike how to run Tasks e2e test for running tasks/job in stage env (lightweight playbook like ping)

    - spike automation to keep an RHEL vm always running with rhc connected status (job run every 1h check host exist and is healthy otherwise provision a new host)
