Inventory sends package list without epoch in kafka message with puptoo reporter

      Description:

      Patch service is showing 0 packages installed for the systems which are failed to upload the some reason which is triggering the false-positive alert notification to the user via Email. 
      
      If the daily upload for some servers failed unknown reason, In Patch such a systems is detected as 0 packages installed and it triggered hundreds of applicable advisories. This is an incorrect value because you do not know if the system is actually affected. 
      
      Please add a nicer protection against this false positive:
      - a minimal threshold of packages install to have a valid baseline, e.g. minimal requires 100 packages to have a valid working RHEL system.
      - results presented based on the last valid data set
