[RFE] Assign multiple compliance policies from systems page

Feature Description:

Ability to go to the new server and have an 'Action' to 'Assign SCAP policies' with a list of the SCAP policies matching the RHEL major release (which is easier to browse because it is normally a lot smaller than the amount of systems)
