Description of problem:

When disabling a host rule hit (aka a hostack) on Advisor, If the justification note is too long, it trails off the screen and blocks functionality to re-enable the ack.

Steps to Reproduce:

1. Click on a recommendation affecting at least one system

2. Disable recommendation for one or more systems with a justification note

3. Enter many(250+?) characters for the justification and submit

Actual behavior:
Very long justification notes trail off the screen and hide functionality

Expected behavior:
We should limit the characters within the justification note
