Systems without a Stream installed will still appear in list of affected systems

      On the https://console.redhat.com/insights/planning page, looking at RHEL 8 and nginx 1.14 specifically, clicking on the Systems affected the list is defined as;

      NGINX 1.14 is installed on these systems. Click a system name to view system details in Inventory.

      However, systems are in this list that do not have this module enabled or installed. This is true for many other modules as well. There is no difference in system count when switching from 'Installed only' and 'Installed and Related', as well.

      For example, system test123 is seen in this list, however this system does not have the module enabled and the package is not installed, see here;

      # rpm -qa |grep -i nginx
      (no entries)
