Description of Problem
When users attempt to create a remediation plan for the Compliance policy, selected specific failed rules are not included in the plan. which is preventing proper remediation of policy violations.
Failed Rules:
- Disable Modprobe Loading of USB Storage.
- Driver Disable systemd-journal-remote Socket.

Steps to Reproduce
Go to Hybrid Cloud Console --> Red Hat Insights for RHEL --> Security --> Reports --> CIS Red Hat Enterprise Linux 9 Benchmark for Level 1 - Server --> Click on System --> Select the above two rules --> Plan Remediation --> Next --> Submit.
(In remediation review, rule appears as expected)
After submitting, when you go to the following path, it shows 0 Actions.
Automation Toolkit --> Remediation Plans
Actual Behavior
It appears as 0 actions.
Expected Behavior
It should list the number of rules as well as the rules' details.
