Description of Problem

When creating a report here ([Reports by CVE|https://console.redhat.com/insights/vulnerability/reports)] the Tag selection is broken after selecting a tag then scrolling and viewing all available tags, previously selected tags cannot be unchecked. The issue is the same for any number of tags selected.

Steps to Reproduce

1. Click "Create Report" under Report by CVEs
2. Under "Applying to systems in your inventory meeting these criteria" select 1 or more tags
3. scroll to bottom of list and click on more tags available
4. in the new window attempt to uncheck a previously selected tag

Actual Behavior

tag is not able to uncheck

previously selected tags should be uncheckable
