There are just 2 rules but the reporting is failing with 4 rules

Steps to Reproduce

1. Remove the default rules

1. Select just two: System Settings > Installing and Maintaining Software > Sudo >
   1. Install sudo Package
   2. Ensure Only Users Logged In To Real tty Can Execute Sudo - sudo use_pty

1. Save

Actual Behavior

The report is showing '4 Failed rules'

Expected Behavior

The report should shows just two 'Failed rules' once there are just two rules
