Description of Problem

We're unable to create/copy existing rules from previous OS versions

Steps to Reproduce

1. Access the Custom Policy: RHEL > Security > Compliance > SCA Policies > Custom Policy

1. Click over 'Systems' tab

1. Click over 'Edit systems' tab

1. Select your systems
2. Click over 'Save' button

Actual Behavior

It is not possible to copy the previous rules from another version of the OS, copying all default rules from the source SCA policy used.

Expected Behavior

There are the option to copy the rules from  another version of the OS or editing the default rules at this moment
