Creating a new SCAP Policy, we can't adopt the previous rules from a minor OS version

      Description of Problem

      When I created a new policy with only one OS (example 9.4), if I decide to adding a new OS (9.5) version, the new one is getting all rules from the source policy by default.

      Steps to Reproduce

      1. Create a new policy just with one system (example RHEL 9.4)
      1. Editing the systems to add a new one, selecting a new system from major release you can't adopt the previous rules from a minor OS version

      Actual Behavior

      You can't adopt the previous rules from a minor OS version

      Expected Behavior

      You have the option to adopt the previous rules or get all rules from the source policy. The current page shows the information below but the link in 'Open rule editing' didn't work:

        You selected a system that has a release version previously not included in this policy.
        If you have edited any rules for this policy, you will need to do so for this release version as well.
