Unable to export SCAP policies rules from Hybrid Console

      Description of Problem

      Unable to export Rules of any SCAP policies from Hybrid Console. 

      How reproducible

      Always

      Steps to Reproduce

      1. Clicked on any existing SCAP policies
      2. Navigated to the Rules
      3. Clicked on Export Data --> Export to CSV to JSON, Nothing gets downloaded.

      Actual Behavior

      Unable to export the rules of any SCAP policies from the Hybrid Console

      Expected Behavior

      Rules should be exported.
