Description of Problem

After registering a system with redhat, we can associate it with compliance policy and scan it but the compliance report never shows up for the system in console.redhat.com

Steps to Reproduce

1. Register a system with insights 
2. Configure a compliance policy in console.redhat.com and add the system to it
3. Run insights-client --compliance on the system
4. Check back in console.redhat.com after some time, to check for the scan reports

Actual Behavior

No reports visible in console.redhat.com. It neither appears in Inventory ( per host ), not in the Reports tab of Compliance app. 

Expected Behavior

Reports should be visible if the scan was successfully done. 

Business Impact / Additional info

Not able to use Compliance offering at all.
