Insights compliance trying to add system to policies it replaces the existing system

      Description of Problem

      A change pushed out to https://console.redhat.com/insights/compliance/scappolicies affects the "addition" of systems to the policies. It "replaces" all of them instead of "adding" to them.

      How reproducible

      Always

      Steps to Reproduce

      https://console.redhat.com/insights/compliance/scappolicies -> click on our policy -> click on systems -> click "Edit Systems" -> "Filter by name" -> click "Save"

      Once that is done, all of the systems were replaced, instead of being "added to" the current list.

      Actual Behavior

      Adding the systems to policy replaces them

      Expected Behavior

      The systems should be added to the existing list instead of replacing them
