Description of Problem

The checkboxes can be checked but not unchecked in the Download PDF window while exporting compliance reports.

Steps to Reproduce

1. Go to https://console.redhat.com/insights/compliance/reports
2. Click on any compliance report
3. Click on Download PDF button
4. Try to check and uncheck the boxes

Actual Behavior

The checked options cannot be unchecked.

Expected Behavior

The compliance report options should be able to check and uncheck.

Unable to download appropriate PDF.
