Generate openscap reports in html format .

Currently in console.redhat.com only json and csv formats are available.

As per the cu:

"The oscap command which is used by insights also provides a html report which would suit perfectly as a per system report for us. Findings can be easily sorted, u have a detailed description of each rule and u can see exactly why rules failed.

Currently used command when sarting "/bin/insights-client --compliance" does not generate this html report:
oscap xccdf eval --profile xccdf_org.ssgproject.content_profile_cis_server_l1 --results /tmp/oscap_results-xccdf_org.ssgproject.content_profile_cis_server_l1f39hijqr.xml /usr/share/xml/scap/ssg/content/ssg-rhel10-ds.xml

I think it would be fairly easy to add "--report cis-level1-report.html" parameter and also make this report availiable in the compliance section in insights"
