Epic Goal

Currently our redhat-ai-dev maintained Llama Stack is built on version 0.2.18, we need to make the necessary changes to upgrade this to v0.2.22.

This allows us to keep up to date with Lightspeed Core changes, and also allows us to consume the latest upstream versions of the RAG content and safety providers, both of which have updated and we cannot consume them at this time.

Why is this important?

Without this upgrade we will eventually fall behind Lightspeed Core and its supported projects.
