      Currently the RHDH and RHDHPAI development teams maintain separate OpenShift clusters for development/testing/demo needs. We should be able to merge the two clusters, while maintaining each team's development usecases (e.g. rolling demo for PAI).

      It's been agreed upon that the RHDHPAI cluster will become the sole development cluster for both teams. As a result, we need to coordinate with the RHDH team to scale down their cluster, and to scale up the worker nodes on our development cluster, as well as onboard their team to the cluster.

      Requirements

      1. Update the Devfile AWS Cloud Expenses tracking doc to reflect the new worker nodes
      2. Notify Michael Kleinhenz of the changes (as this will impact costs on the Devfile AWS account)
      3. Migrate authorization management to rosa-gitops to allow self-servicing for onboarding. Specifically migrate the `redhat-ai-dev-users` Group to rosa-gitops, and enable auto-sync.
      4. Scale up worker nodes in OCM to match the worker nodes present on the RHDH cluster
