regenerate dynamic-plugins.default.yaml from overlays repo content

      Once we have a working solution in RHIDP-9760 we can move the DPDY (dynamic-plugins.default.yaml) into the overlays and ensure it is copied/consumed in the rhdh-plugin-catalog repo via sync-midstream.sh, then bundled into the latest index image.

      This also depends on RHIDP-9768 - we can't break RHDH Local with this change
