Update the operator to consume the plugin catalog index OCI artifact by setting the CATALOG_INDEX_IMAGE environment variable in the install-dynamic-plugins init container.

Also, we need to update https://github.com/redhat-developer/rhdh-operator/blob/main/config/profile/rhdh/patches/deployment-patch.yaml#L27-L30 if we want it to update in the CSV/bundle

Acceptance criteria:

• Ensure all existing operator tests pass
• Test CATALOG_INDEX_IMAGE env var is set correctly
• Test user override via extraEnvs works
• Test backwards compatibility
