Implement logic to save metric status in DB base on the thresholds configuration.{}

Background

The logic to be implemented in phase 2 is expected to aggregate metrics saved in the DB based on the statuses of user-owned entities. To improve the aggregation logic for statuses, it was decided to save each metric's status (determined by configured thresholds) in the DB.
