      EPIC Goal

      We want to align aspects of the upstream and downstream builds for the rhdh operator repository so we can catch build issues in the upstream. Ex: reducing the amount of things that need to be done by the midstream sync script for the downstream build such as updating the `rpms.lock.yaml`
