      Ensuring that users can quickly evaluate RHDH Local's features and customize their local instance without manual configuration. Users need access to simple add/remove/disable actions.

      Ensure that users can correctly use and view the 'Actions' menu on plugins card.

      Acceptance Criteria

      Given a default RHDH Local instance is running,

      When the user navigates to the Extensions Catalog (/extensions),

      Then they must have the necessary permissions to see and use the "Actions" menu (Install, Edit, Enable/Disable) on plugin cards.
