With Orchestrator moving to GA and to Konflux instead of PNC/NCL/Charon/NRRC, we need to include it in the overlays and rhdh-plugin-catalog repos.

It's already in the overlays here, for all 4 plugins:

and it's already alligned to the latest BS 1.42.5:

and already publishing via GH action here, though it's not currently up to date:

So we need:

to ensure it's being watched/updated and the Orch team knows this, and
that it's in this file https://github.com/redhat-developer/rhdh-plugin-export-overlays/blob/main/downstream-plugins so it's included downstream, and
to verify it can be built in Konflux w/ hermeto
