1. ensure https://github.com/rm3l/rhdh-must-gather/ is moved the to redhat-developer org

2. create new sync workflow for rhdh-must-gather -> distgit/containers/rhdh-must-gather (sync-midstream.sh)

• new sync file https://gitlab.cee.redhat.com/rhidp/rhdh/-/tree/rhdh-1-rhel-9/sync
• new entry in https://gitlab.cee.redhat.com/rhidp/rhdh/-/blob/rhdh-1-rhel-9/upstream_repos.yml
• new logic in sync-midstream.sh to sync changes
