Delete old FBC Applications from Konflux to stop building for that OCP version

Rather than a manual step done every 6mo or so, you might consider implementing this as automated cleanup in the tagRelease.sh script, using the https://gitlab.cee.redhat.com/rhidp/rhdh/-/blob/rhdh-1-rhel-9/build/scripts/ocp-versions.yaml file to define which versions of FBC config we can delete from these locations (if not in the file, can do deletion IF the OCP version is no longer supported by the 1.y-2 version that is still in maintenance(:
