add preflight check to kuxRelease.sh to validate that the RPA version(s) match the planned GA version

      As seen in the aftemath of the 1.6.5 release, it's possible to push the 1.6.5 containers as 1.6.4 into RHEC, if the RPA isn't correctly set up.

      https://gitlab.cee.redhat.com/releng/konflux-release-data/-/merge_requests/9744/diffs should have been merged BEFORE running kfuxRelease, but because collectively we forgot about it and it wasn't automerged, we ended up tagging the 1.6.5 containers with 1.6.4.

      There is currently no gate or check to prevent this.
