Investigate if we can switch back to 2 worker nodes from the current 3 worker nodes.

controlPlane.fencing.credentials: Forbidden: there should be exactly two fencing credentials to support the two node cluster, instead 0 credentials were found

Switching to 3 worker nodes fixed the issue with the cluster failing to create.
