Drop support for operator installs on OCP 4.14 (not supported anymore)

      As we have dropped OCP 4.14 and 4.15 from the lifecycle support https://access.redhat.com/support/policy/updates/developerhub as of 1.7, we can now stop building IIBs/FBCs for that platform version.

      This will hopefully also avoid problems like https://redhat-internal.slack.com/archives/C04PZ7H0VA8/p1758212103642369 because of the size of the OCP 4.14 index.
