Update operator to golang x.xx

      We should bump to Go x.xx once there is a Go toolset image available, in order to keep up with security and bug fixes.

      However as there is as yet no registry.redhat.io/ubi9/go-toolset:1.xx, we need to either:

      use something like brew.registry.redhat.io/rh-osbs/openshift-golang-builder:v1.xx (requires authentication) to run builds in Konflux, and some alpine image upstream; or
      wait for UBI: https://pp.engineering.redhat.com/rhel-9.6/overview/
