include env vars RHDH_VERSION and BACKSTAGE_VERSION when building RHDH containers and plugins

      To facilitate the question "for which RHDH 1.y.z and backstage 1.yy.z versions are this container for?"

      we should include two new env vars in the Containerfiles for the hub, operator, bundle, plugin catalog index, and each plugin artifact too.

      The simplest approach here is to add more container ENVs so they're findable with skopeo inspect or by looking at env vars in a running container.
