When running the /publish action in a PR, the workflow also checks the target backstage compatibility.
In case of failure of the compatibility check, instead of having to navigate to the workflow run in order to get the compatibility result markdown content, we should retrieve it and add it as a PR comment.

For this implementation of this issue we should reuse the markdown artifact implemented in issue RHIDP-8649
