To allow customers to move up to OCP 4.20 once it's live, we should ensure a smooth path for them to get onto 4.20 with older versions of RHDH.

Basically need to cherrypick these changes from the 1.7 branch to the 1.6 branch, and rename files/paths/branch references accordingly.
