Following RHDHBUGS-1929 (OCP 4.19 operator availability issue), create:
1. GitHub workflow within the operator repo for OCP version upgrade testing and nightly tests on pre-GA/GA versions
2. Also, create a process documentation and submit an MR for https://gitlab.cee.redhat.com/rhidp/rhdh/-/tree/rhdh-1-rhel-9/docs to add some notes about how we manage adding OCP versions as FBCs. In that doc you might also want to include how you handle OCP version upgrade testing, nightly tests on newer OCP versions (both pre-GA and GA) etc.
